Brief Description
The module aims to enhance the knowledge-based public financial management capabilities of senior public servants by means of an approach that is both academic and practical.A series of teaching methodologies will be followed. There will be electronic learning, face to face sessions, online support, and the use of case studies, practical work, group assignments and presentations during contact sessions.
Learning Outcomes
After successful completion of the module, the student will: be able to expertly manage public financial resources allocated to his/her component in support of higher order strategies and plans according to the existing regulatory framework and set the tone as a knowledge leader, pioneer, evaluator, change manger and guide. be able to base financial decisions and policy advice to the chief financial officer/accounting officer/accounting authority/executive authority/stakeholders based on complete, accurate and real time financial information and analyses. be able to develop and manage financial information systems in and for the component. be able to actively participate in the supply chain management and procurement process of the department/component. be able to critically evaluate and satisfy the reporting requirements of both internal and external stakeholders on financial performance of the component. structure the component as a learning organisation.Transversal Outcomes: In the course of working through the six study units officials will also develop knowledge and skills in the following cross-cutting areas of process competencies: service delivery innovation problem solving and analysis client orientation and customer focus (Batho Pele) communication performance management
Course Content
By the end of this module you should be able to: identify, keep abreast of, analyse, interpret and comply with existing and future legislation, regulations, circulars and guidelines relating to public financial management. (Study Unit 1) identify and appreciate the role of international and national key stakeholders in public financial management. (Study Unit 2) create, prepare and submit a programme, sub programme and/or project budget proposal in accordance with existing prescripts. (Study Unit 3) prepare a cash flow projections and manage actual cash flow during the financial year and life cycle of a project. (Study Unit 4) participate in the supply chain management process and taking the lead in acquiring goods and services as needed in his or her programme/sub programme/responsibility (Study Unit 5) analyse, interpret, prepare and submit responses to questions raised by oversight committees (government and others) and AGSA as well as prescribed interim and final reports to both internal and external stakeholders. (Study Unit 6)
Entry Requirements
Applicants must: be a manager in the South African public sector with a minimum of three years managerial experience aspiring towards a managerial position be in possession of at least a three year qualification; and be in possession of a B-degree in order to pursue admission into the Masters degree in Public Administration (MPA) See articulationArticulation:Credit earned from successful completion of this course is recognised to afford delegates benefits of portability, mobility and progression. On successful completion of this course, the participant will receive credits required for the subject Public Administration as part of an undergraduate programme, provided the participant meets the admission requirements of the University of PretoriaThe SPMA Postgraduate Committee will consider exemption (credits) on some of the modules, towards the course work MPA programme offered at the SPMA on condition that the candidate meet with the minimum requirements as stated above.
