Brief Description
The course seeks to build the capacity of individual members of the legislature and of councils to execute their oversight mandate through committees and for constituency individuals and organisations to support the work of the committees.
Committees have become more and more necessary and important given the complexity and large size of the public sector.
Committees are much more suitable to detailed collection of information and analysis and are more likely to come up with solutions to complex public problems if equipped with the right skills.
They are potentially among the most powerful mechanisms to ensure that Municipal councillors, members of the legislature and officials are accountable at all times.
This course will strengthen committees and committee members not only for oversight purposes but also as points of interface with informative citizens and institutions that can support the work of government and municipalities. 
Learning Outcomes
After successfully completing this course:-
  • More committee members will be able to be involved in overview and scrutiny of activities related to their committees. 
  • Organisations and individuals will understand why they should ask to present before Committees.
  • Committees will be able to use different approaches in their oversight role to promote effective public service delivery.
  • Committees and their constituencies will be better able to exchange information and gain more knowledge of public service 
  • Performance and confidence of committee members and individuals making representations to committees will be enhanced. 
  • Committee officials will better serve the committees

  • Relationship between a committee and the public sector 
  • Effective public engagement for improved policymaking; policy implementation, monitoring and evaluation

    Transparency, Accountability and Openness of legislative bodies 
Entry Requirements
Prospective delegates should at least have a National Senior Certificate (Grade 12) or equivalent qualification
